Albanese Orders FastTrack Richardson Review Into Bondi Terror Attack Amid Calls for Royal Commission
Prime Minister Anthony Albanese has announced a fast-tracked national security inquiry into the Bondi terror attack, appointing veteran official Dennis Richardson to lead a sweeping review of how federal agencies handled the lead-up to the incident and how future attacks can be prevented.
Richardson Review announced
- The Prime Minister confirmed the Richardson Review will examine whether Commonwealth agencies, including AFP, ASIO and ASIS, “performed to maximum effectiveness” before and after the 14 December ISIS-inspired attack at Bondi Beach targeting the Jewish community.
- The inquiry will scrutinise what agencies knew about the alleged offenders, how information was shared between federal and state bodies, and whether current laws, warrants and data-access powers are adequate to stop similar plots.
Tight timeline and legislative response
- Albanese said the review is already under way, with Richardson to report by April 2026 so Parliament can consider any legislative changes “as soon as possible” when it resumes next year.
- Departments have been directed to provide full cooperation, with the Department of Prime Minister and Cabinet setting up a dedicated secretariat to support the work.
Why a review, not a royal commission
- The government is resisting calls from victims’ families, community leaders and senior public figures for a royal commission, arguing that a broad inquiry of that kind would take “a number of years” and risk amplifying “some of the worst voices” involved in antisemitic incidents.
- Albanese and Home Affairs Minister Tony Burke said the Richardson Review will still “decide facts” but is designed to move faster on national security settings and avoid a public platform for extreme or hateful statements.
Focus on social cohesion and antisemitism
- Albanese described the Bondi attack as an “antisemitic” attempt to “tear our country apart” and stressed the need to respond with unity, not division, highlighting the government’s separate work implementing recommendations from the national envoy on antisemitism.
- Burke warned that some proposed royal commission terms of reference, spanning media, education, arts, culture and foreign affairs, risk re-airing the most extreme antisemitic rhetoric in public hearings, undermining social cohesion.
Security support and parallel processes
- The Prime Minister confirmed he has discussed additional protection for Jewish sites with New South Wales Premier Chris Minns, saying Canberra is considering the “best form” of Commonwealth assistance while recognising state responsibility for policing.
- Albanese noted that multiple processes will run in parallel: a NSW royal commission, the Richardson Review, criminal court proceedings against the alleged perpetrator and new federal security legislation before the Parliament.
